What early literacy skills to assess in 4K, kindergarten, and grade 1

A composite reading score answers one question: how is this child doing overall? That’s a useful question — it’s roughly what a universal screener is for. But it isn’t the question you’re holding on Sunday night when you plan Monday’s small groups. That question is: what, specifically, does this child need next? To answer it, you need to see early literacy as a set of discrete skills, assessed one at a time.

Here’s the progression we’d watch in 4K through grade 1, and why the skill-level view changes how you group.

The progression, in plain terms

Early literacy isn’t one skill that grows like a plant. It’s a braid of skills that develop in a rough — and overlapping — order.

Before children can learn to read words, they learn what reading is: books have a front and a back; print runs left to right and top to bottom; those black marks (not the pictures) carry the message; words are separate things with spaces between them. These are learned behaviors, not milestones that arrive on their own — which is why they’re worth checking directly in 4K rather than assuming.

Phonological awareness

This is the ear-training layer: the ability to hear and play with the sounds of spoken language, no letters involved. It develops from big units to small ones — hearing rhymes, clapping syllables, breaking a word like sunset into parts, then down to the finest grain: noticing that map starts with /m/, or that it’s made of three separate sounds. That finest grain — individual sounds, or phonemes — is the piece most predictive of later decoding, and the piece most worth assessing precisely rather than in bulk.

Phonics and word recognition

Now the sounds meet the letters: knowing letter–sound relationships and using them to read words. It starts with single letters and short words a child can sound through, and builds toward patterns and the growing bank of words a first grader recognizes on sight. Phonics instruction only sticks when the phonological layer underneath it is solid — a child who can’t hear three sounds in map can’t map three letters onto them.

This framing isn’t ours alone. Wisconsin’s own Act 20 describes required science-based early literacy instruction in terms of discrete components — “phonemic awareness, phonics, fluency, vocabulary, and comprehension” — in the contents of personal reading plans (see the DPI’s Act 20 FAQ), and requires family notifications to report a child’s score in each early literacy skill category, not just overall. The skill-level view is the state’s view too.

What to check, by grade band

Every classroom is different, but as a rough map:

  • 4K: print concepts, and the big-unit end of phonological awareness — rhyme, syllables, first sounds. Wisconsin’s 4K screening focuses on fundamental skills (DPI), and your own skill checks can add the detail underneath it.
  • Kindergarten: phonological awareness moving down to the phoneme level, plus letter–sound knowledge as it takes hold.
  • Grade 1: phonics and word recognition doing more of the work, with phoneme-level awareness still checked for the students whose decoding isn’t clicking — that’s where the answer usually hides.

What about fluency, vocabulary, and comprehension?

They matter — they’re the other members of Act 20’s five-component list — but in 4K through grade 1 they mostly ride on the three skill families above. Vocabulary and comprehension grow all day long, through read-alouds and conversation, and they deserve rich instruction; they’re just harder to pin down with a quick, discrete check at this age, and they’re rarely the reason a young reader is stuck. Fluency becomes measurable once decoding exists to be fluent with — typically taking center stage in grade 2 and beyond. For the 4K–grade 1 band, the highest-leverage things to assess discretely are print concepts, phonological awareness, and phonics: they’re checkable in minutes, teachable in small groups, and they’re where early reading difficulties actually live.

Three pitfalls to skip

  1. Assessing everything, every time. If you check all skills for all students on a fixed schedule, assessment eats the instruction it was supposed to serve. Check the skills that are in motion for the students whose grouping you’re unsure about — and let the rest be.
  2. Treating the progression as a strict ladder. The braid overlaps: a kindergartner can be working on phoneme blending and letter sounds in the same week. The order tells you where to look first when something’s stuck, not what a child is “allowed” to learn next.
  3. Waiting for the next screening window to act. The screener runs on its own calendar. If your own quick checks say four students need blending work now, that group starts Tuesday — not after the midyear window confirms it.

Why skill-level visibility changes grouping

Picture two first graders with the same middling composite score. One reads slowly because her letter–sound knowledge has gaps; the other knows every letter cold but can’t blend sounds into a word. Same number, opposite needs. Put them in the same “medium group” and you’ll teach past both of them.

Now picture the skill-level view of your whole class: who’s solid on syllables but not first sounds, who’s got consonants but not vowels. Groups almost draw themselves — four children who all need blending, three who need a vowel pattern. That’s the whole argument for assessing discrete skills: a composite tells you who needs help; skills tell you what the help is.
